The service, which is accessible worldwide, allows individuals to report information to the FBI's Terrorism Activity tip page without revealing their identity, geographical location or other compromising computer data to the message recipient or other parties.

The purpose of the service is to encourage individuals with information to come forward who might otherwise remain silent out of concern for their personal safety or fear of persecution. This is especially a concern for individuals in countries or areas where communications may be monitored by members or supporters of the groups responsible for Tuesday's events.
